The Municipal Review Committee (MRC) announces the appointment of Gary Hartmann as Chief Operating Officer (COO) of the Municipal Waste Solutions (MWS) facility in Hampden, Maine. With over 20 years of experience in the waste management industry, Hartmann will lead MWS’s daily operations and oversee the much-anticipated restart of the Material Recovery Facility (MRF), which processes recyclable materials to sell to manufacturers as raw materials for new products. Hartman began his work at MWS on September 9, 2024.

Hartmann brings a wealth of knowledge from his most recent position as District General Manager for Waste Connections in Albany, NY, where he managed multiple MRFs, processing over 150,000 tons of waste annually and leading a team of more than 130 employees. His extensive experience includes leadership roles at Republic Services and Waste Management in Delaware, where he was involved in all facets of operational management.

Hartmann鈥檚 appointment marks a significant step forward for the Hampden-based MWS and the MRC. As COO, he will oversee day-to-day operations at the facility while helping to ensure MWS is able to successfully restart the MRF project in 2025.

Additionally, MRC is proud to announce the addition of Kasey Fisher, a senior process engineer with a proven track record in facility development, who has joined the team on a consulting basis. Fisher joins MWS from Continuus Materials, where they successfully delivered the company’s first commercial-scale plant, including leading the MRF design efforts.

Key project updates include:

  • Equipment Procurement: MWS has secured deposits on critical equipment for the MRF, including machines to open bags at the start of the recovery process.
  • MRF Construction: Phase one of the MRF construction and design changes are being implemented with a significant investment of just over $22 million .
